If it is like my SRS iTunes plugin, they have a set up that is similar to authorization of music. I had to contact SRS and have them reset my serial number so that it could be installed. I had this issue when I upgraded my machine and now when upgrading my OS. Send their support team an email and they will let you know how to fix it or if they are just aren't Leopard-ready yet.
And yes, I miss SIMBL! But, you want Inquisitor? I give you Inquisitor, because I am that sort of guy, by simply installing
Plugsuit you can get Inquisitor back as well as other Tiger Safari plugins.
