In the Leopard guest account (I ask because I don't have Leopard), is it possible to have it so that OS X does not reset the account at logout? I'd like my guests to be able to recover documents they downloaded during earlier sessions.

To my knowledge this is not possible. As far as Apple see it this is against the point of a guest account, but you could just as easily set up a new user which you could give a generic name, much like I assume you are doing now.

You can turn off the Leopard Guest account, in fact I don't think it's turned on by default. This is an option in the Accounts preference pane which is customizable under the Parental Controls preference pane. There is no need to have two guest accounts if you don't want to.
