My computer automatically locks all files, and they automatically lock again after I have unlocked them with my password (before even opening the files). The files can be modified when they are locked, however, when I try to modify the files in Dreamweaver, I get a message saying that the files are locked and cannot be changed.

I've been told that the automatic lock on documents is a default setting for Macs and that the problem is in Dreamweaver, but I wanted to make sure before taking further action. Is there any other way to unlock files besides going through the "Get Info" menu?

Do you mean locked as in the locked checkbox is checked when you do a get info on a file?

Not sure why anyone would say that, but that's totally untrue. If every file you have is being locked as I mentioned above, then you have a major problem, and may need to do an erase and install. If the permissions are wrong, repair permissions in disk utility.

The locked checkbox isn't checked, but the lock icon in the bottom right corner of the window shows that the file is locked. After I click the icon, a password window pops up and I type in my account password. Afterward, the lock icon looks unlocked. However, once I close the Get Info window and open a new one, the icon is locked again.

The files that I'm working with are .txt files (that I'm trying to bring into Dreamweaver), but the locking situation happens with every type of file on my computer. I have already tried re-installing the OS and repairing the disk, but neither worked.

Where are you getting these files from? Are they ones you have created on this Mac or another Mac? It seems to me that this a permissions problem and you only seem to have read access on your files.

The files that I'm using were created on a PC (I have access to them through a network), but I didn't ever have this problem with the files before.

Since they're just .txt files, why don't you try copying the contents of each one of them to a new document and re-saving it? Or, alternatively, just try it with one and see if it fixes the issue?

When you click on the lock in the bottom right of the Get Info pane you need to set the permissions for your account to be Read & Write. This should allow you to edit the file like one that was created on the Mac.
