This feel like it should be a really basic thing, but it's racking my brain.

I ultimately want for myself (and others) to be able to access my machine via my IP address (not the full machine, just the public stuff).

I have an AirPort Extreme that connects everything.

Right now if I try to access via my IP address it just doesn't load or connect to anything.

I assume there's some setting I just doesn't have set correctly, but I feel like I've looked through everything and just am not having any luck.

So...any ideas?

Just to be sure:

You are in the finder on the other machine. You hit go, connect to server, and enter afp://[YOURIP]? Is this what you've tried?

Actually, I left a detail out. I'm referring to accessing it from a browser.

It ultimately accesses the Sites folder.

Like if you go to System Prefs > Sharing > Web Sharing...the IP address it currently gives me is just my local Airport-assigned IP (which isn't publicly accessible) and if I use what is my real IP it doesn't work either.

So, you're typing in your local IP (most likely 192.168.1.xxx) and you can't access it? Have you tried accessing it from Safari on the Mac you're sharing from?
